The Solarcon Antron A99 Fiberglass Base Station Antenna features the Solarcon Twin Ring Adjust-A-Match tuning making it possible to tune the input to the antenna and obtain the optimum S.W.R. over a range of frequencies. Raising the rings raises the frequency and lowering the rings lowers the frequency.

Can't handle anything close to ratted power!

It is a good antenna if you are staying under 400W CW, FM. I operated the antenna at 100 pep for about 8 months no issues and good DX operations on 10 & 12 m. SWR better than 1.1 to 1, last week I add an amp. and tuned it at 10 m. Well, at about 400W suddenly the SWR jumped to 7.3 to 1 and my MFJ tuner blew it meter board. Keep in mind, before the incident the SWR on frequency was better then 1.1 to 1 with out tuner in line, now it is 5.5 with out tuner in line; no changes on matching rings.
So the moral of the story, if are running low power the antenna will work well; if you are planning to up the power in your ham operation then look for a different antenna.
I know there are a lot of reviews out on the net with people getting long and good service out of the A-99 and you probably will if you stay low power.
This experience and opinion and is only ment to help with you choice when you buy an antenna.
