Marine VHF radios are a high performance system that does not require a license like a traditional HAM radio would. The caveat is that marine radios are designed for use on boats, where HAM radios will offer more options and can be used in any situation provided you have an amateur radio operators license.
Marine radios operate in the VHF band from 156-174 MHz. Typically used for boat to boat, and boat to shore communications, marine band radios offer excellent performance while operating much like a CB radio. Simple to use and high powered communications
GMRS radios operate in the UHF band around 460 MHz, while marine radios operate in the VHF band at around 160 MHz. It is possible to get a combination GMRS and Marine band handheld radio so no matter who you need to talk with, one radio can cover it all.
