When you program a tone or code into a frequency your signal is encoded, when a friend does the same you both will ignore communications from others and only hear each other. when a radio detects the coded signal it opens the squelch allowing the audio to be heard. In effect, CTCSS allows two or more people to only hear each other and to block out any other radio signals on that frequency. This system doesn't prevent others from hearing you, however.
